Gratuity

I have joined a corporate company as HR Manager and have come to know that although my company has been in operation for nearly 10 years and it has staff working for nearly 8 years there is no system implemented for gratuity. Those who have left and gone have not been provided any gratuity and also there is no provision for this in their system.

Kindly advise on what the procedure should be to have this implemented and still if the management does not agree for implementations then what are the consequence which needs to be informed to them.
